MARYLAND HANDGUN LAWS
In order to purchase a handgun in Maryland as of October 1, 2013, the buyer must possess a valid Handgun Qualification License (HQL), unless otherwise exempt.
Exemptions apply to the following people:
- Licensed firearms manufacturers.
- Active law enforcement officers or a person retired in good standing from a law enforcement agency of the United States (Federal Law Enforcement), the State of Maryland, or a local law enforcement agency of the State of Maryland.
- Active or retired members of the United States Armed Forces or National Guard that possess a valid military identification card.
- A person purchasing, renting, or receiving an antique, curio, or relic as defined in federal law.
- Maryland licensed firearms dealers (sole proprietors).
To apply for an HQL, the law requires an HQL course and a fingerprint-based background check.

HANDGUN TRANSFERS AT THIS TIME, LONG GUNS ONLY**
A flat transfer fee of $60 will be charged for all handguns and long guns. We accept transfers (with prior notification only) from all Federal Firearms Licensees. Prior to having any handgun sent to Phoenix, please ensure that:
1) You are the holder of a Maryland HQL, and
2) The
specific firearm (check MAKE, MODEL, and CALIBER) is on the
Maryland Approved Handgun Roster
POLICY: THIS IS NOT FINE PRINT:
Any firearms received without prior notification will incur an additional $50 fee
Any firearms received that Phoenix has available for sale will incur an additional $50 fee
Any firearms received that are not on the MSP approved roster (which WILL BE RETURNED) will incur an additional $50 fee
MAGAZINES RECEIVED WITH A CAPACITY OVER 10 ROUNDS WILL BE FORFEITED
Once your firearm is received and processed,
we will contact you
to let you know that you can book your appointment to complete your transfer.
